“At the end, when I was smoking crack, I didn’t sleep for eight days. I was having hallucinations while I was driving and could have killed someone. I was all mixed up. I was with my wife but one minute thought she was my ex-girlfriend and the next thought she was my mother. I was totally confused.”

According to the Drug Enforcement Administration, more arrests were made for heroin and cocaine between 1987 to 2000 than for any other drugs, 529,200 in the year 2000 alone. Between 1997 and 2000, the DEA seized an average of 130 tons of cocaine each year, second only to seizures of marijuana.
